You need to spawn Veritania specifically within a Sirus cycle in Tirn's end. imho, it was a QoL If you've adjusted your watchstones to work on other areas, and then jump back up to red maps in an area for which you've effectively lowered the level of all the other maps (by removing watchstones), the game may roll that a map should drop, but it's blocked because the area is too low of a level (or too high would have the same effect as well). Instead, whenever you run a map in a region with four socketed watchstones, there's a 50% chance that a conqueror takes over that region. Add to this that the vendor doesn't consistently sell waystones worth buying, unlike POE 1 and you spend a lot of time just trying to get waystones at your level. what actually was happening was maps were dropping but since they were rolled lower than t14, it was culled/voided.
