I was told by my tech that it's absolutely normal, and not uncommon that the rev up and down happens multiple times (3 or so). Mine is slightly different. It will drop to well below 500 revs then surge up to nearly 1800 revs and continue bouncing back and forth until I get back on throttle if it doesn't stall in the mean time.
